The free resources worth using
- HHS model Notices of Privacy Practices. HHS publishes model notices in several layouts. Check that the version you use reflects the February 2026 changes for substance use disorder records.
- The HHS Security Risk Assessment Tool. A free downloadable tool that walks a small practice through the security risk analysis the Security Rule requires.
- HHS sample business associate agreement provisions. Sample contract language for the terms HIPAA requires in a business associate agreement.
- Your professional association or malpractice carrier. Many provide HIPAA templates or checklists to members at no extra cost. Ask before you buy anything.
What free templates leave for you to do
None of that is hard. It is time, usually several sittings of careful work, and it is the main reason practices never finish.
- Fill in every blank: your practice name, officers, systems, vendors, and contact details, in every document.
- Decide which optional sections apply to you, such as texting patients, a portal, telehealth, fundraising, or substance use disorder records, and remove the rest correctly.
- Write the policies themselves. The federal models cover the privacy notice and contract language, not the full set of written privacy and security policies and procedures the rules require.
- Keep up with changes. A template downloaded a few years ago may predate the 2026 privacy notice rules.
- Add state law. Federal models do not cover state rules that are stricter than HIPAA.
How the options compare
- Free federal models and tools: no cost. You write the policies and fill in everything yourself.
- Generic template suites: commonly $300 to $500. A large set of documents with blanks to fill.
- This kit: $129 one time. About 20 questions, then a full set written with your details and only the sections that apply, as editable Word files.
- A compliance consultant: commonly hundreds to thousands of dollars. The most hands on option.
Use both

Are free HIPAA templates good enough?
They can be, if you complete them carefully, cover every required policy, and keep them current. What matters is that the documents describe what your practice actually does.
Does HHS provide free HIPAA policy templates?
HHS provides model Notices of Privacy Practices, sample business associate agreement provisions, and a free security risk assessment tool. It does not provide a complete set of privacy and security policies.
